In TKIII, three ideas form the basis for strategic
planning. The first is that TKIII methods and targets
are based on:
1)
Tuvalu’s own development perceptions and
needs,
which are linked with the
UN SDGs
,
the SIDS
Samoa Pathway
, and the UNFCCC’s
Paris Agreement
(the successor to the Kyoto
Protocol), to be adopted in April 2016;
2)
a commitment by knowledgeable public
officials under the terms and conditions of their
appointments to give advice to the best of their
professional ability; and
3)
political leaders who have constitutional
decision-making authority to act in the
country’s best interest.
